The Good News: Another Pro-Life House Victory

House VictoryIn its continuing quest to un-do ObamaCare, the U.S. House has passed a pro-life amendment offered by Rep. Virginia Foxx (R-NC) to H.R. 1216, regarding Abortion Funding and Conscience Protection in qualified teaching health centers. The vote was 234 to 182, comprised of 221 Republicans and 13 Democrats. (See below for vote breakdown by Representative.)

The Patient Protection and Affordable Care Act (P.L. 111-148 — ObamaCare) created direct funding for graduate medical education in qualified teaching health centers (defined as community based, ambulatory patient care centers that operate a primary care residency program.) TITLE X CLINICS ARE SPECIFICALLY LISTED AS ELIGIBLE GRANTEES AND OBSTETRICS/GYNECOLOGY IS ONE OF THE SPECIFIC TRAINING AREAS.

The Foxx Amendment will ENSURE THAT NONE OF THE FUNDS AUTHORIZED for qualified teaching health centers can be used to pay for “abortion or training in the provision of abortions.” The amendment also ensures that FUNDS ARE NOT MADE AVAILABLE to any teaching health center that discriminates against individual or institutional health care entities on the basis that the entity does not “provide, pay for, provide coverage of, or refer for abortions.” Taxpayer dollars should not be used to pay for abortion training, and training centers that discriminate against pro-life students, doctors and nurses are not the kind of centers that should be selected to provide training under this program.

H.R. 1216 would remove the direct funding stream for this program and instead make funding for qualified teaching health centers contingent on annual appropriations.

Vote Breakdown:

234 Members voted FOR the Foxx Amendment221 Republicans and 13 Democrats. The 13 Democrats voting “yes” were: Altmire, Boren, Costello, Critz, Donnelly (IN), Holden, Kildee, Lipinski, McIntyre, Peterson, Rahall, Ross (AR), and Shuler.

182 Members voted AGAINST the Foxx Amendment172 Democrats and 10 Republicans. The 10 Republicans voting “no” were: Bass (NH), Biggert, Bilbray, Bono Mack, Capito, Dent, Dold, Grimm, Hanna, and Heck.

15 Members DID NOT VOTE — Members not voting were: Burgess, Frelinghuysen, Gingrey (GA), Gowdy, Hastings (WA), Long, Reed, Webster, Braley (IA), Castor (FL), Filner, Giffords, Jackson (IL), McCarthy (NY), and Polis.


The Bad News: H.R. 1216 Will Face Much Tougher Opposition

The Senate, which is still under the control of PRO-ABORTION LEADER HARRY REID and his like-minded Democrat colleagues, will present real challenges for passage of the Amendment.

Joplin Pro-Life Center Needs Help In Tornado’s Wake

Across the country, Americans watched in horror as television coverage brought the carnage of the killer tornado into our living rooms. With more than 115 fatalities and hundreds still missing, pro-life efforts are taking on a new dimension.
