Pro-Life Resolutions for Republican Precinct, District, and State Conventions 
Republican Party conventions will be held this year in many states. Delegates to those conventions will have the opportunity to vote for pro-life resolutions to be incorporated into their state Party Platform. Please make sure that the following resolutions are introduced at your convention. And, be sure you have enough pro-life Delegates in attendance to ensure their passage.

I. The Right to Life 
In keeping with the founding document of our nation, the Declaration of Independence, we assert that the Right to Life is bestowed by our Creator and it is the responsibility of government to protect that right. Therefore, be it resolved, that the unborn child has a fundamental individual right to life, which cannot be infringed. Be it further resolved that the right to life exists from the moment of conception, and every innocent human being, regardless of size or state of dependency, deserves protection under the law.

II. Embryonic Stem Cell Experiments 
Human embryos are complete human beings at the earliest stages of development, and as such, they deserve respect and protection. In terms of scientific research, human embryos are human subjects who, under the Nuremberg Code of medical ethics, may not be subjected to medical or scientific experiments unless those experiments will benefit them, and will not expose them to the threat of injury or death. We therefore resolve to appeal to President Bush and to Congress to institute a total ban on stem cell research that involves the killing of human embryos. Instead, we urge them to encourage scientific research that utilizes adult stem cells and/or stem cells derived from umbilical cord blood and placentas that are recovered after live births because they have produced positive results in the treatment and cure of disease.

III. Ban on Cloning Human Beings 
Senator Sam Brownback (R-KS) has introduced S-1899, The Human Cloning Prohibition Act, to ban the cloning of human beings in this country. Senate Majority Leader Tom Daschle (D-SD) has said he would allow a vote on the bill this spring. We fully support this effort and urge our U.S. Senators to co-sponsor and vote for S-1899 so it can be sent, without delay, to President Bush for his signature.


RNC/Life PAC Report Coming Soon 
On March 1, the RNC/Life Political Action Committee Report will be available on our web site. The Report reflects congressional candidates’ responses to our Candidate Questionnaire. The report is confined to candidates competing in the 2002 Republican Primaries, which will be held in the various states beginning in March and ending with the Louisiana Primary in October. As the state filing deadlines close, we mail the RNC/Life Questionnaire to the candidates. As they respond we post them on the PAC Report. If you want to make sure your candidates for Congress fill out the RNC/Life Candidate Questionnaire, we invite you to download it and submit it to them yourself.
